As a decorated United States Air Force officer and senior pilot with experience in both the Vietnam War and Gulf War, Major General West was chosen to oversee Dr. Catherine Langford's final attempt of dialing the Stargate in 1993.
Two years later on 5 October 1995 he allowed Dr. Daniel Jackson to be brought into the project to make a final attempt at translating the 39 Chevrons. He also brought in Colonel Jack O'Neil with whom he had previous military experience and whom's judgment and expertise he trusted, while also having enough emotional distance from the man to select him for a suicide mission, despite O'Neill going through an emotionally difficult time considering how his son had just died.
Upon the successful connection of the Earth Stargate to Abydos, West immediately militarized the program and locked out most of the civilian team previously working under Langford. He then authorized the initial excursion to Abydos.
After this mission it was decided to guard the Stargate somewhere else and he requested to have no further involvement with the Stargate Project or the later (in 1997) commissioned Stargate Command. A request which was honored by the top brass.
